Joe
Felter is a Senior Consultant with Sea-Change
Partners and currently provides
advice and expertise for Sea-Change’s military
and security sector activities.
During his tenure as a military officer, Joe served in
various capacities in US Special Operations Forces and
as a Southeast Asia Foreign Area Officer. A former Special
Forces A-Team Leader and Company Commander, Joe supervised
combined training, advisory, and assistance efforts with
military and security forces throughout the Asia Pacific
region. Joe subsequently served as a military attaché in
Manila and as an international officer at the Singapore
Armed Forces Training Institute.
Joe received his B.S. from the United States Military
Academy at West Point and an MPA from the John F. Kennedy
School of Government at Harvard University with a concentration
in negotiation and conflict resolution. While at Harvard,
Joe’s research focused on the history and future
prospects of the peace process between the Moro Islamic
Liberation Front (MILF) and the Philippine government.
During his military service Joe attended numerous professional
schools and is a graduate of the Singapore Armed Forces
Command and Staff College.
In addition to his advisory role at Sea-Change,
Joe completed his PhD at Stanford University, where his
doctoral dissertation
identified institutional factors that optimize the roles
militaries can play in managing insurgent threats and
terrorism.
